A software development company for Dubai businesses is an engineering team that builds and runs the systems a company's operation depends on, contracted directly and delivered from wherever the engineers are. What matters is the delivery, the commercial terms, and the answer to the phone.

The UAE has hundreds of vendors listing a Dubai address. What it has fewer of is anyone explaining how the commercial and tax mechanics work when the engineers are in another country. That is the information that actually determines whether this kind of arrangement works for you.

The local company had three people in the UAE and twenty in another country. You found out at the kick-off call. The commercial terms were structured for a local supplier but the delivery was not.

The quote could not be compared

Two proposals for the same brief, four times apart in price, and neither explained what the other had left out. The difference was integrations, migration and the year after go-live.

The system is not really yours

It runs on the vendor's servers, on the vendor's licence, and the vendor has to approve every change. You pay to use it. When you ask for the code you get a non-answer.

How a UAE company pays an Indian software supplier, including the numbers

Most vendor sites leave these to the first call. We would rather answer them here.

Under Article 48 of Federal Decree-Law No. 8 of 2017, when a non-resident supplier provides services to a UAE taxable person, the UAE buyer accounts for the VAT. You declare 5% as output VAT and recover it as input VAT in the same return. Where the service supports your taxable business activity, the net cash cost is nil. We are not required to register for UAE VAT where the reverse charge applies. Every contract we sign includes an explicit reverse-charge clause.
This question decides your architecture, so it belongs in week one rather than week twelve. UAE health data cannot leave the country without specific regulatory approval under Federal Law No. 2 of 2019. Banking and telecommunications data carry their own localisation requirements. For everything else, transfers to India run on contractual safeguards under Article 23 of the UAE Personal Data Protection Law. We have a data transfer agreement drafted and will attach it to your proposal.
Not yet. ISO 27001 is the practical expectation in the UAE for anything touching government or regulated operational data. We are working toward it and will give you the honest status on the call.
Yes. The reverse-charge VAT mechanics work the same way for both mainland and free-zone companies, with some designated zone nuances your tax adviser should confirm. There is no structural barrier to contracting with a free-zone entity.

Dubai Government eSupply requires a UAE trade licence, a TRN and a UAE bank account, none of which we hold. Federal procurement is different - the Ministry of Finance Foreign Supplier Register accepts non-UAE companies. We will tell you on the first call which procurement route your project falls under.

Invoice in USD or AED, your choice. The dirham is pegged to the dollar at 3.672, so the two are economically identical. Milestone payments against a fixed-scope contract. We do not bill time and materials on projects with a defined scope.

Fixed scope means fixed price. If the scope changes, that is a signed change order with a revised timeline and a revised price. The original contract protects you from scope creep in both directions.

Named engineers, not a helpdesk queue. Your project has a named lead and a named backup. Escalation paths are in the support agreement, and the response time for production incidents is in writing before go-live.

Integration is where a large share of project budgets quietly goes, so we scope it explicitly and price it as a named line. We have connected to accounting systems, equipment APIs, government portals, WhatsApp Business, and legacy databases.

For a single-site core scope, plan on a few months to first production use. Multi-site and heavy integration work takes longer. We would rather give you a date we can hold than one that sounds good in a proposal.

You do. Repository access, documentation and a full handover are written into every contract from day one. You are not dependent on us staying in business or remaining willing.
